CPM asks PM to evolve consensus on reservation

It is strange that Prakash Karat has asked PM to evolve consensus on reservation. All political parties are already having a consensus on reservation that it is an affirmative action for creating equal opportunities. The consensus is to be evolved between polticians and common Indian people and that is a remote-remote possibility.

But few things Karat has talked are a refereshing trend. He wants:
a) the creamy layer among SC/ST/OBC should be excluded from reservation,
b) economically weaker sections among upper class should also be given reservation.
c) increase seats in educational institutions (noting UGCs recommendation of 10% annual increase in the seats).

He has suggested to PM that government should prepare a proposal to be put up for a public debate so that widest agreement is reached before it is taken up for implementation.

It is good that one political party has come out with stand on reservation. All political parties, including congress, should make their stand clear on the issue of reservation.

These politicians are never sincere and as act as per what they talk. They only work for short-term gains and vote-bank politics. Yesterday UPA allies led by CPM and other left parties forced hesitant congress to accept introduction of OBC quota from next academic year starting jun 2007.

Why CPM did not force congress to exclude creamy layer from reservation quota and Karat's other suggestions to PM? Country's future is not safe in the hands of these dirty politicians. God save India nad Indian people from these monsters.

Newspapers are reporting that many in congress are disturbed over the way its leadership was led by the 'backward' satraps and left into signing on the 27% quota pledge a the UPA Coordination Committee meet. Does it mean taht Sonia Gandhi and Manmohan Singh are oppoesed to caste-based reservations but to save their power position have surrendered.

Then Arjun Singh said that 27% reservation would be implemented in one go. This statement contrasted sharply with congress leadership's stand that quota will be implemented in phases. Have Manmohan Singh to save his chair has surrendered before Arjun Singh also.

This man Manmohan Simgh is sweet talikng to striking students. He will not be able to fulfill any of his promises. They should not call off their stir on his words.

CPM has proved once again that it is number one opportunistic party in India. It did not force its point of view of excluding creamy layer from reservation benefits. The reason is simple, many creamy layer ministers were present in UPA-left coordination panel meeting.

Strange are the ways of politicians. Being a part and self-declared driving force of UPA government, storm is brewing in left as it decides to target the government. CPM is preparing a comprehensive note on cong-led govt's performance. The note will perhaps claim credit for all good points (we forced them to act as such) and crticise the govt for all negative polits (we told them but they did not listen). No doubt, a progressive partner of a United Progressive Alliance.

This time left seems serious regarding their opposition to fuel price hike. Hours before cabinet decided on fuel price hike, left parties had sent a rejoinder to petroleum ministry criticising its basis and calling it an arbitrary decsision. The note asked:
a) create a Price Stabilization Fund by using money collected through cess on crude (Rs. 2500/MT) for supporting OMCs.In 2006-07, it is felt that this cess would alone amount to Rs. 7500 Crores.
b) Reduction in excise duty of products which should be specific without any ad valorem content.
c) On the lines of EU, windfall tax should be imposed on stand alone refinaries if the refining margin is beyond $7 to $8 per barrel.

In petroleum ministry's note the basis of hike has not been spelt out. The increase sought for, is arbitrary as no cost sheet showing crude cost, refining cost and marketing cost has been shown. For example, the cost of crude oil $70/barrel means roughly Rs. 19 to Rs. 20 per litre. The cost sheet does not provide actual refining cost and marketing cost along with break up of taxes and duties and reasonable profit before arriving at the required retail cost.

Making it clear that the so-called under-recoveries are only notional and not actual, left has demanded that actual financial position in terms of profit/loss of Oil Marketing Conpanies (OMCs) as well as stand alone refinaries as per profit and loss account of 2005-06 and preceding two years, should be assessed for proper appraisal. Further govt should share the burden of subsidies with OMCs.
