NCC of YFE have prepared a new charter of demands -
1. Total Roll-back of the proposed legislation to increase the reservation percentage in central government institutions and central examinations
2. No additional quota but affirmative action in form of strengthening educational infrastructure and financial help to uplift the downtrodden and backward sections.
3. Apolitical commission to review the complete reservation policy and the current proposal to be kept in abeyance till then.
4. No reservation in the private sector
5. No action of any nature should be taken against students, interns, doctors and others who participated in the agitation with regards to service break, termination, pay and leave deduction, legal action, attendance, internal assessment etc.
Review of the already existing Reservation Policy
1. Apolitical review of the overall reservation policy by a committee of intellectuals, knowledge bodies, industrialists etc.
2. A white paper on reservation issue.
3. Fix a time frame for quota to become zero through gradual reduction in quota by 2% per annum.
4. Benefits of reservation to be given on once in a lifetime basis and for one generation.
5. Expert commission's report should be binding on both central and state governments.
6. Reserved seats and job vacancies which are left due to non-availability of reserved category candidates should be filled by other available and eligible candidates.
Alternatives to the reservation policy
1. Including the right to education as fundamental right and state must be accountable in case of failure
2. Greater emphasis on primary and secondary education

What do Y4E mean by Expert commission?
* Constitution of Expert Commission:- It is suggested that the non-political/ non-parliamentary 5 member Expert Commission should be constituted with eminent members from different fields, namely:- Particulars
o Chairman - a Retd. Chief Justice of India or a Retd. Judge of the Supreme Court.
o A Technocrat
o A retired Senior Bureaucrat
o An Educationist
o A Social Worker/Philanthropist
* Terms of Reference of the Expert Committee/Commission:-
o Whether reservation and in particular reservation on caste basis is in the interest of the Country?
o If answer to Question (1) is in the affirmative then and then only -
+ In what areas and fields the reservation policy can, if at all, with or without restrictions be implemented particularly in reference to reservation in specialized fields/areas etc. so that policy of reservation does not become oppressive on other sections of the Society?
+ Whether Mandal Commission report of 1980 requires reconsideration/review/modification/clarification etc. and in particular on account of the fact that the said Commission identified certain castes as backward etc. on the basis of a report of 1932 which is not relevant in the year 2006?
+ Whether the concept of economic backwardness and extension and denial of reservation to creamy layer irrespective of the caste and creed is an important criteria for the purposes of formulating and implementing reservation policy?
+ What should be the procedure, criteria and benchmark for grant or denial of reservation in specialized fields/area so that merit is not compromised?
+ Under what circumstances and when the benefit of reservation to a particular caste, creed and/or family would stand forfeited?
+ Whether the reservation can be made a permanent feature? If not, for how long can the reservation policy be continued..
* Procedure to be followed by the Expert Committee/Commission:- In answering the above questions, the procedure that would be adopted by the Expert Committee/Commission should be spelt out in detail.
* Binding nature of the report of the Expert Committee/Commission:-
o It should be made clear that the report shall be compulsorily laid before both the Houses of the Parliament and discussed thoroughly within a reasonable time of the finalization of the report.
o If the report of the Expert Committee/Commission differs from the report of the Mandal Commission or provides for a new basis for following the reservation policy than this report should prevail over the Mandal Commission report.
